There are several methods of quantitatively assessing the impact of a public policy. Of these, the counterfactual method is one of the most commonly used. This method makes it possible to measure the impact of a public policy by comparing the existing situation with a hypothetical situation that would occur in the absence of the public policy. This method uses econometric tools.
